In order to implement additional measures to support citizens with many children, the Law of the Omsk Region No. 1556-OZ "On amendments to Article 7.1 of the Law of the Omsk Region "On the regulation of land relations in the Omsk Region" was adopted, establishing the possibility of acquisition by large families whose members were awarded in accordance with federal legislation, the Order of "Parental Glory", free ownership of land plots for individual housing construction, dacha construction, and personal farming.
3. Exercise of control functions by the Legislative Assembly and its committees
As part of the implementation of control functions at meetings of the Legislative Assembly, the following were considered and taken into account:
Report of the Omsk Region Commissioner for Human Rights on the observance of human and civil rights and freedoms in the Omsk region in 2012;
annual report on the activities of the Chamber of Control and Accounts of the Omsk Region for 2012;
annual report on the execution of the regional budget for 2012;
on the execution of the budget of the territorial compulsory health insurance fund of the Omsk region for 2012;
report on the execution of the regional budget for the first quarter of 2013.
Public hearings were held on the draft annual report on the execution of the regional budget for 2012 (June 27).
The Committees of the Legislative Assembly, exercising control powers, including for the purpose of monitoring legislation and law enforcement practice, heard 39 reports and information from auditors of the Chamber of Control and Accounts of the Omsk Region, heads of executive authorities of the Omsk Region.
In order to monitor law enforcement, committees of the Legislative Assembly held on-site and extended meetings of round tables, working groups and other events. As part of these events, deputies interacted with the Government of the Omsk Region, local government bodies of the Omsk Region, scientists, and specialists.
On February 21, a visiting meeting of the Legislative Assembly Committee on Social Policy was held at the budgetary healthcare institution of the Omsk region "Medical and Sanitary Unit No. 9" on the topic "On the implementation of the long-term target program of the Omsk region "Development of the healthcare system of the Omsk region" for 2010-2015 " and implementation
in 2012, the activities of the PNP "Health" to improve the provision of medical care to patients with vascular diseases."
On February 21, the Legislative Assembly Committee on Agrarian Policy, Natural Resources and Ecology, when discussing the issue “On the efficiency of spending regional budget funds on the implementation of measures to increase production volumes in the fish farming industry,” reviewed information from the Ministry of Agriculture of the Omsk Region, the Ministry of Natural Resources and Ecology Omsk region, territorial body of the Federal State Statistics Service for the Omsk region, head of the Krutinsky municipal district in terms of the volume of budget expenditures and development prospects fishery complex of the Omsk region.
On March 4, the Legislative Assembly Committee on Economic Policy and Investments, with the participation of representatives of the ministries of the Omsk region, local governments of the Omsk region, and public organizations, held a round table on the topic “On state regulation of the retail sale of alcoholic beverages in the Omsk region.” This event was preceded by monitoring by the committee and the working group of the practice of applying federal and regional legislation in the field of state regulation of the retail sale of alcoholic beverages, state policy to reduce the scale of alcohol abuse and the prevention of alcoholism among the population.
On March 13, the Office of the Federal Service for State Registration, Cadastre and Cartography for the Omsk Region hosted a round table meeting organized by the Legislative Assembly Committee on Property. The issues of interaction between legislative and executive authorities of the Omsk region and territorial bodies of federal departments for the implementation of legislation in the provision of public services for the registration of rights to real estate, including lands of various categories, are considered.
On April 11, in the city of Tara, a visiting meeting of the Legislative Assembly Committee on Education, Science, Culture and Youth Policy was held on the implementation of the regional law “On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation in the Omsk region” in Tarsky municipal district.
On April 29, the Legislative Assembly Committee on Social Policy held a round table meeting on the topic “On the results of the implementation of the regional program of the Omsk region “Modernization of healthcare in the Omsk region” for 2011 - 2012 in 2012.”
On May 31, an off-site meeting of the Legislative Assembly Committee on Economic Policy and Investment in the Republic of Uzbekistan was held. Russian Polyana. Deputies, with the participation of representatives of regional ministries and local government bodies of the region's districts, reviewed the progress of implementation in the Omsk region of target programs in the field of housing and communal construction, housing and communal services.
In total, during the period under review, the committees of the Legislative Assembly held 56 meetings, at which they considered 295 issues.
On July 2, at the production sites of CJSC Titan Group of Companies, a visiting meeting of the Legislative Assembly Committee on Economic Policy and Investment was held, dedicated to the problems of implementing the Law of the Omsk Region "On Public-Private Partnerships in the Omsk Region" (using the example of the Group of Companies Titanium"). The issues of economic efficiency of benefits provided to enterprises commissioning new production facilities and their impact on the investment climate of the Omsk region are considered.
4. Interaction of the Legislative Assembly with federal government bodies
As part of the exercise of the right to participate in the federal legislative process, the Legislative Assembly from the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the State Duma) received more than 250 draft federal laws in January - July 2013, most of which were sent for consideration to committees of the Legislative Assembly to prepare reviews, comments and proposals.
The Legislative Assembly supported the draft federal laws:
"On Amendments to the Federal Law "On the General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation" (on establishing the possibility of determining by the law of the constituent entity of the Russian Federation the procedure for electing the highest official of the constituent entity of the Russian Federation);
"On amendments to certain legislative acts of the Russian Federation regarding combating illegal financial transactions";
"On amendments to part one of the Tax Code of the Russian Federation and invalidation of paragraph 53 of Article 1 of the Federal Law of July 27, 2010 No. 229-FZ "On amendments to part one and part two of the Tax Code of the Russian Federation and some others legislative acts of the Russian Federation, as well as on the recognition as invalid of certain legislative acts (provisions of legislative acts) of the Russian Federation in connection with with the settlement of debts for taxes, fees, penalties and fines and some other issues of tax administration" (in terms of improving the procedure for pre-trial consideration of disputes between tax authorities and taxpayers);
"On the elections of deputies of the State Duma of the Federal Assembly of the Russian Federation."
February 8, 2013, Chairman of the Youth Chamber of Deputies at the Legislative Assembly M.M. Karakoz has been delegated as a candidate member of the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation.
On February 25, 2013, the Legislative Assembly heard the report and approved the activities of the member of the Federation Council of the Federal Assembly of the Russian Federation – representative from the Legislative Assembly of the Omsk region A.I. Golushko.
On March 5, deputies and employees of the Legislative Assembly took part in parliamentary hearings via video broadcast on the topic “On amendments to legislative acts of the Russian Federation in connection with the adoption of the Federal Law “On Education in the Russian Federation.”
April 24 - 26, 2013 Chairman of the Legislative Assembly V.A. Varnavsky took part in events within the framework of the work of the Council of Legislators of the Russian Federation at the Federal Assembly of the Russian Federation, dedicated to the implementation of the Address of the President of the Russian Federation to the Federal Assembly, the “May decrees” of the President of the Russian Federation by legislative (representative) bodies of state power.
May 28 - 29, within the framework of the Days of the Omsk Region in the Federation Council of the Federal Assembly of the Russian Federation, deputies of the Legislative Assembly V.A. Varnavsky, V.S. Polovinko, V.I. Pushkarev, D.S. Shishkin took part in exhibitions and presentations of the socio-economic potential of the Omsk region, extended meetings of specialized committees, and meetings with the leadership of the Federation Council. As a result of the event, a resolution of the Federation Council “On state support for the socio-economic development of the Omsk region” was adopted.
5. Interaction of the Legislative Assembly with the executive authorities of the Omsk region
The most important area of interaction between the Legislative Assembly and the Governor of the Omsk Region is the legislative process.
In January - July 2013, the Governor of the Omsk Region and the Government of the Omsk Region introduced for consideration of the Legislative Assembly
30 draft laws of the Omsk region (47.6% of all regional bills submitted to the Legislative Assembly).
Bills submitted to the Legislative Assembly by other subjects of the right of legislative initiative were sent to the Governor of the Omsk Region and the Government of the Omsk Region for comments and suggestions.
In accordance with Article 26 of the Law of the Omsk Region "On the Legislative Assembly of the Omsk Region" on June 20, 2013, the Legislative Assembly heard a report from the Governor of the Omsk Region V.I. Nazarov on the results of the activities of the Omsk Region Government for 2012.
In order to ensure interaction and coordination of the activities of the Legislative Assembly and executive bodies of state power of the Omsk region, the Chairman of the Legislative Assembly and deputies of the Legislative Assembly took part in meetings of the Government of the Omsk region, events held by executive bodies of state power of the Omsk region.
Representatives of executive bodies of state power of the Omsk region took part in meetings of the Legislative Assembly, events of the Legislative Assembly, meetings of committees of the Legislative Assembly, working groups and commissions.
6. Interaction with local government bodies of municipalities of the Omsk region
In January - July 2013, the Legislative Assembly sent 14 draft laws of the Omsk region for consideration to the representative bodies of local self-government of the Omsk region.
The Council of the Bolsherechensky urban settlement of the Bolsherechensky municipal formation submitted to the Legislative Assembly as a legislative initiative the draft law of the Omsk region "On amendments to the Law of the Omsk region "On the borders and status of municipalities of the Omsk region" in terms of changing the boundaries of the Bolsherechensky urban settlement, Shipitsinsky and Krasnoyarsk rural settlements.
Deputies of representative bodies of local self-government participated in meetings of committees of the Legislative Assembly, working groups, round tables, and other events held by the Legislative Assembly.
Employees of the department for ensuring interaction with the constituent entities of the Russian Federation and local governments of the organizational management of the Legislative Assembly went to municipalities of the Omsk region to provide organizational and methodological assistance to deputies of representative bodies of local government, and also prepared information and analytical material for regional Councils of Deputies on the work of representative bodies of local self-government in 2012.
Deputies and employees of the apparatus of the Legislative Assembly took part in three seminars and meetings for deputies of the Councils of Deputies of municipalities of the Omsk region on the topic "On the interaction of state and municipal authorities on the social and economic development of municipalities of the region":
January 30, 2013 - for deputies of representative bodies of local government of the Azov German national region (Azovo village);
February 13, 2013 - for deputies of representative bodies of local self-government of the Krutinsky municipal district (Krutinka settlement);
March 22, 2013 - for deputies of representative bodies of local self-government of the Sedelnikovsky municipal district (Sedelnikovo village).
On April 19, on the eve of Local Government Day, the Legislative Assembly held a seminar-meeting of the heads of representative bodies of municipal districts of the Omsk region and the Omsk City Council in the Maryanovsky municipal district of the Omsk region. The issues of interaction between representative and executive bodies of local self-government for the development of municipalities are considered.
Two meetings (including an on-site meeting in the village of Azovo) of the Presidium of the Council of Chairmen of Representative Bodies of Municipal Districts of the Omsk Region under the Legislative Assembly were held.
7. Other areas of activity of the Legislative Assembly
Resolutions of the Legislative Assembly approved the Plan of Legislative Work of the Legislative Assembly of the Omsk Region
for 2013 and the Plan of main events dedicated to the 20th anniversary of the Legislative Assembly of the Omsk Region.
Changes have been made to the Rules of Procedure of the Legislative Assembly of the Omsk Region in terms of:
formation of the personal composition of deputies of the Legislative Assembly participating in the work of the regional tripartite commission for regulating social and labor relations, as well as the procedure for approving the candidacy of the coordinator of this commission;
determining the procedure for consideration by the Legislative Assembly of a candidacy for vesting powers as a member of the Federation Council;
determining the procedure for appointing representatives of the public to the qualification board of judges of the Omsk region and members of the Election Commission of the Omsk region from the Legislative Assembly.
In accordance with the Law of the Omsk Region No. 303-OZ “On Justices of the Peace in the Omsk Region,” the Legislative Assembly appointed 10 Justices of the Peace in the Omsk Region during the period under review.
In accordance with the Federal Law of March 14, 2002 No. 30-FZ “On the Bodies of the Judicial Community in the Russian Federation,” the Legislative Assembly carried out the procedure for appointing public representatives to the qualification board of judges of the Omsk region.
Resolutions of the Legislative Assembly determine the participation of deputies of the Legislative Assembly V.G. in the commission for regulating social and labor relations. Berezhny and D.S. Shishkin, and the candidacy of the coordinator of the regional tripartite commission for regulating social and labor relations was agreed upon.
Information on the activities of the Legislative Assembly of the Omsk Region in 2012 was reviewed and taken into account (Resolution of the Legislative Assembly dated February 25, 2013 No. 64).
The powers of the deputies of the Legislative Assembly elected on March 17, 2013, V.S. Polovinko have been recognized. (Central – Oktyabrsky constituency No. 10), Varzhina V.N. (Tyukalinsky constituency No. 14).
In accordance with the law, elections were appointed and held for the positions of auditors and deputy chairman of the Chamber of Control and Accounts of the Omsk Region.
Two meetings of the Youth Chamber of Deputies at the Legislative Assembly (hereinafter referred to as the Youth Chamber), to which 37 deputies were delegated, including young deputies of the Legislative Assembly, the Omsk City Council and thirty municipalities of the Omsk region.
The chairman of the Youth Chamber, his deputies, the executive secretary of the Youth Chamber, the candidate of the Youth Chamber as members of the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation were elected. The Regulations on the Youth Chamber and the work plan for 2013 were adopted.
In January - July, 9 requests and appeals from deputies of the Legislative Assembly to the Governor of the Omsk Region, members of the Government of the Omsk Region, heads of executive authorities of the Omsk Region on issues within the competence of these bodies and officials were considered. Responses to appeals were brought to the attention of deputies at meetings of the Legislative Assembly.
As part of the development of interparliamentary cooperation, on February 25 - 28, the delegation of the Saxon Landtag of the Federal Republic of Germany paid an official visit to the Omsk region. Members of the delegation got acquainted with the activities of government bodies of the Omsk region, visited a number of industrial enterprises, as well as the Azov German national municipal district of the Omsk region.
To establish permanent friendly ties, mutual acquaintance with the life, history, traditions and culture of the regions, strengthening national-cultural relations, Chairman of the Legislative Assembly V.A. Varnavsky and the President of the Saxon Landtag, Dr. M. Rössler signed a Memorandum of Understanding between the Legislative Assembly of the Omsk Region and the Saxon Landtag of the Federal Republic of Germany.
March 11-13 Chairman of the Legislative Assembly V.A. Varnavsky took part in the visit of official and business circles of the Omsk region to the Republic of Belarus, which is one of the main foreign economic partners of the Omsk region.
The agreement in the field of cultural interaction between Russia and Kazakhstan was implemented on May 30 - 31, 2013 in the holding of a cross-border forum in Omsk - the IV International Festival of Border Territories of the Russian Federation and the Republic of Kazakhstan "Let friendship be sincere and honest." Speech at it by the Chairman of the Legislative Assembly V.A. Varnavsky on the topic “Historical and cultural foundations of the modern Eurasian integration space” contained an analysis of the deep and long-standing cooperation of the Omsk region with the border territories of Kazakhstan. As part of the forum, a meeting was held in the Legislative Assembly with a deputy of the Senate of the Parliament of the Republic of Kazakhstan (from the North Kazakhstan region) and members of the official delegation of the Republic of Kazakhstan.
In accordance with the Federal Law “On the procedure for considering appeals from citizens of the Russian Federation”, the Law of the Omsk Region “On additional guarantees of the rights of citizens to appeal”, the Legislative Assembly considered 256 appeals from citizens.
The procedure for working with letters and online appeals, addresses and telephone numbers of reception deputies of the Legislative Assembly in electoral districts and public receptions, schedules for reception of citizens and other information are posted on the website (www.omsk-parlament .ru).
All citizens' appeals and correspondence on them are entered into the electronic document management system of the Legislative Assembly, the authors of the appeals are informed about the results of consideration within the time limits established by law.
In order to implement the principle of information openness, the Legislative Assembly carried out timely publication and placement of information materials in the print media, on the Internet, on radio and television. The meetings of the Legislative Assembly were accompanied by Internet broadcasts in real time.
In January-July 2013, 11 stands were set up with photo chronicles of events held by deputies of the Legislative Assembly.
In accordance with the established frequency, regulatory information was updated in the reference legal systems "Consultant Plus - federal legislation" and "Consultant Plus - regional legislation", "Garant - platform F1" (weekly).
