The activities of the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) during the period under review were aimed at further improving regional legislation and bringing it into compliance with federal legislation. The priorities in the work of the Legislative Assembly were determined by the Messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation, the Development Strategy of Russia until 2020, and national projects in the fields of healthcare, education, agriculture and housing construction.

Committees of the Legislative Assemblyare formed to conduct legislative work, prepare and consider issues within the competence of the Legislative Assembly, as well as to implement control functions. In order to ensure high-quality elaboration of draft laws and regulations submitted to the Legislative Assembly, the committees interacted with subjects of legislative initiative, the prosecutor's office of the Omsk region, the Advisory Council, scientists, specialists, and representatives of the public. In the first half of 2008, committees of the Legislative Assembly held 57 meetings, considered 497 issues, more than 200 of them were submitted to the Legislative Assembly for consideration.

The Legislative Assembly supported and submitted for consideration to the State Duma as a legislative initiative draft federal laws on amendments: to Article 3.2 of the Code of the Russian Federation on Administrative Offenses; to Articles 30 and 30.1 of the Land Code of the Russian Federation in terms of expanding the grounds for free provision of property citizens of land plots in state or municipal ownership; in Article 217 of Part Two of the Tax Code of the Russian Federation"; in Article 28 of the Federal Law "On Labor Pensions in the Russian Federation". In accordance with information from the ASOZD system of the State Duma of the Federal Assembly of the Russian Federation, as of July 1, 2008, 7 legislative initiatives of the Legislative Assembly of the Omsk Region are in the stage of planned consideration. From the State Duma of the Federal Assembly of the Russian Federation, 480 draft federal laws were received by the Legislative Assembly. On a number of bills, the Legislative Assembly sent reviews, comments and proposals to the State Duma, including: “On amendments to the Budget Code of the Russian Federation” (in terms of introducing the concept of the principle of federalism of the budget system of the Russian Federation). Within the framework of Inter -parliamentary interaction The Legislative Assembly received 470 appeals and legislative initiatives from the constituent entities of the Russian Federation. In accordance with federal legislation, the relations of the state bodies of the subject of the Federation and local self-government are built on the basis of differentiating competence (subjects of management and powers) and state guarantee of their implementation. In the practice of the Legislative Assembly of the Omsk Region, these relations are realized in the form of legal (legislative) regulation and organizational and methodological interaction. Representatives of local authorities participated in the meetings of the Legislative Assembly and its committees, other events held by the Legislative Assembly. April 10 T.G. A seminar of the chairmen of councils, the chairmen of the standing commissions of the Councils of the municipal regions of the Omsk region, in which more than 200 representatives of government bodies at all levels took part, took place. At the plenary meeting were the Governor of the Omsk Region L.K. Polezhaev and Chairman of the Legislative Assembly of the Omsk Region V.A. Barnavsky. Further, work on sections was continued in the relevant committees of the Legislative Assembly, and then in the ministries of the Omsk region. The employees of the department for ensuring interaction with the constituent entities of the Russian Federation and local governments of the organizational administration of the apparatus of the Legislative Assembly carried out 58 trips in 28 municipal regions and 108 urban and rural settlements.

One of the important communication channels of voters with deputies - appeals of citizens to the Legislative Assembly. The main work on the resolution of applications, proposals and complaints of voters is carried out by deputies of the Legislative Assembly directly in the electoral districts and is provided by assistants to deputies. In the sector of the Legislative Assembly for working with citizens' appeals daily, oral and written appeals of citizens, consultations, explanations personally and by telephone are being taken. In January -June 2008, the Legislative Assembly received 254 appeals with proposals, statements and complaints of residents of the Omsk region and other regions of Russia, 20 of them were collective. 145 citizens were adopted at a personal reception, of which 141 were the chairman of the Legislative Assembly V.A. Barnavsky. The thematic analysis of the oral and written appeals of citizens shows that 39 or 14.1% of them were received on the provision of or improved housing conditions; 36 (13%) - on social protection issues; 28 (10.1%) - communal and road facilities. Compared to similar periods of previous years, the number of appeals about assistance in employment - 28, or 10,%. The authors of most of the appeals (52.8%) are pensioners, disabled, unemployed. Due to the fact that the decision of most issues belongs to the competence of other state and municipal authorities, citizens both at a personal reception and in connection with a written appeal, detailed explanations on the merits of the issues posed.

Activities of the Legislative Assembly is covered  in the media, information and reference materials. All regulatory legal acts of the Legislative Assembly are published by the Legislative Assembly. In the official publications: "Vedomosts of the Legislative Assembly of the Omsk Region" and the regional newspaper "Omsk Bulletin ". For more operational communications with the media, the press center works in the Legislative Assembly, 72 journalists representing 32 federal, regional and local media are accredited at the Legislative Assembly, who are provided with the necessary information on the work of the Legislative Assembly, its committees, working groups, deputy (public) hearings and other events. In addition, information on the activities of the Legislative Assembly, on the most important regulatory legal acts and draft laws of the Omsk Region, comments of deputies on topical issues, news feed and other materials are placed on the official website of the Legislative Assembly of the Omsk Region ( www.omskparlament.ru) . In January-June 2008, more than 80 news and information messages were posted on the site, 47,703 visits were registered.

Priorities in the work of the Legislative Assembly were determined by the main provisions of the annual messages of the President of Russia to the Federal Assembly of the Russian Federation, Governor of the Omsk Region L.K. Polezhaev by the Legislative Assembly, the development strategy of Russia until 2020, issues of implementing priority national projects in the Omsk region.
The necessary procedure for consideration went through and the constitutional initiatives of the President of the Russian Federation D.V. were approved. Work has been carried out on the legislative support of local government reform in the Omsk region, including issues of the municipal service in the Omsk region.
The Legislative Assembly in a timely manner regarded reports on the execution of the regional budget, the budget of the territorial fund of compulsory medical insurance of the Omsk region, the course of the implementation of targeted programs of the Omsk region.

at the Irtysh State Heads of the Irtysh is a thematic program "Legislator" monthly, information blocks on the activities of the Legislative Assembly are regularly broadcast on the radio in the Omsk Time program and at ORTK "Channel 12". On the Antenna-7 shopping mall in the Echo Omsk program, monthly twenty-minute thematic interviews of deputies of the Legislative Assembly on topical issues of the regional parliament are conducted.

The Press Center selects and stores videos, photos and printed materials reflecting the activities of the Legislative Assembly.
The popularity of the Legislative Assembly's website is growing (www.omskparlament.ru ), which hosts news materials, normative legal acts of the Legislative Assembly, information and analytical materials, the structure of the Legislative Assembly, the qualitative and quantitative composition of the deputy corps, plans for legislative work, and other materials are presented.In 2007, more than 140 news and information messages were posted on the site, and over 50 thousand users visited the site.
The latest computer technologies are being introduced in the Legislative Assembly. Today, the local computer network of the Legislative Assembly includes 106 workplaces connected to the channel of the official information resource of the State Duma of the Russian Federation within the framework of the Federal Target program "Electronic Russia" and the target program of informatization of the Omsk region "Electronic Region" for 2006-2008.
The multipurpose information technology complex (MITC) "Power XXI Omsk" has been put into operation, using which the plenary sessions of the Legislative Assembly are held. A system of streaming scanning of documents for meetings of the Legislative Assembly has been introduced.
In order to ensure the legislative process, the Fund of Electronic Information Resources of the Legislative Assembly supports the information and legal systems "Consultant Plus", "Guarantor", "Classic", which provide access to the texts of normative legal acts of the Russian Federation, subjects of the Russian Federation, materials of judicial practice, consulting materials on taxation, legal acts of international organizations, etc.
During the period under review, 34,044 incoming and outgoing documents were accepted, registered and sent to the Legislative Assembly. The largest share of the total number of documents is made up of deputy correspondence, correspondence with the State Duma, the Federation Council, the Governor and the Government of the Omsk region.
