The Legislative Assembly of the Omsk region decides:
1. To establish an annual regional journalism competition named after V.A. Varnavsky for the best media coverage of the activities of the Legislative Assembly of the Omsk region and representative bodies of municipalities of the Omsk region. 2. To approve the attached Regulations on the annual regional journalism competition named after V.A. Varnavsky for the best media coverage of the activities of the Legislative Assembly of the Omsk Region and representative bodies of municipalities of the Omsk region.
3. To publish this resolution in the Gazette of the Legislative Assembly of the Omsk region, the Omsk Bulletin newspaper and on the Official Internet Portal of Legal Information (www.pravo.gov.ru ).

1. General provisions
1.1. This Regulation defines the procedure for holding the annual regional journalism competition named after V.A. Varnavsky for the best media coverage of the activities of the Legislative Assembly of the Omsk Region and representative bodies of municipalities of the Omsk Region (hereinafter - the Competition).
1.2. The competition is held in order to increase the effectiveness of mass media informing the population of the Omsk region about the activities of the Legislative Assembly of the Omsk region and representative bodies of municipalities of the Omsk region.1.3. The main objectives of the Competition are: 1) involvement of mass media in professional, objective and systematic coverage of the activities of the Legislative Assembly of the Omsk region and representative bodies of municipalities of the Omsk region; 2) improving the forms of interaction between the Legislative Assembly of the Omsk Region and representative bodies of municipalities of the Omsk region with the mass media; 3) building a partnership dialogue between the population of the Omsk region and deputies of the Legislative Assembly of the Omsk region, representative bodies of municipalities of the Omsk region; 4) encouraging the creative activity of journalists working in the field of parliamentary journalism. 1.4. The organizer of the Competition is the Legislative Assembly of the Omsk region.
1.5. The Legislative Assembly of the Omsk region provides:
- equal conditions for all participants of the Competition, openness of the Competition;
- organizational conditions for the Competition, acceptance, registration and registration of applications;
- safety of applications and materials attached to them;
- awarding the winners of the Competition.
 
2. Contest participants
 
2.1. Correspondents of periodicals, online publications, TV channels, radio channels registered in accordance with the procedure established by the legislation of the Russian Federation, regardless of their organizational and legal form, form of ownership and departmental affiliation, operating in the Omsk region, have the right to participate in the Competition.
2.2. The Competition evaluates materials on the activities of the Legislative Assembly of the Omsk region, deputies of the Legislative Assembly of the Omsk region, representative bodies of municipalities of the Omsk region, deputies of representative bodies of municipalities of the Omsk region, published in the period from January 1 to December 31 of the year preceding the year of the Competition.2.3. The editorial staff of the mass media may be a participant in the Competition.
2.4. The participants of the Competition may submit applications for participation in several nominations.
 
3. Terms of the Competition
 
3.1. The competition is held in the following categories:
1) "The best journalistic work on the air of the TV and radio channel";
2) "The best journalistic work in a periodical";
3) "The best journalistic work in a newspaper of the municipal district of the Omsk region";
4) "The best journalistic work of an information agency and (or) an online publication";
5) "Photo report of the year /photo of the year".3.2. One winner is determined in each nomination.
3.3. To participate in the Competition, the persons specified in clause 2.1 of these Regulations submit applications in accordance with Appendix No. 1 to these Regulations and give consent to the processing of personal data in accordance with Appendix No. 2 to these Regulations.
3.4. To participate in the Competition in the nomination "The best journalistic work on the air of the TV and radio channel", additional services are provided at the same time: 1) a video recording of a TV program and (or) an audio recording of a radio program corresponding to the subject of the Competition; 2) a brief summary of the journalistic material (a series of journalistic materials) explaining the relevance of participation in the selected nomination, as well as a text transcript, an on-air certificate indicating the date and time of the materials' broadcast.
3.5. To participate in the Competition in the nominations "The best journalistic work in a periodical", "The best journalistic work in a newspaper of the municipal district of the Omsk region", additional documents are provided at the same time:
1) journalistic material (a series of journalistic materials) corresponding to the subject of the Competition, with the attachment of a scanned copy or photo of the issue of a periodical;
2) a brief summary of the journalistic material (a series of journalistic materials) explaining the relevance of participation in the selected nomination.3.6. To participate in the Competition in the nomination "The best journalistic work of an information agency and (or) an online publication", additional documents are provided at the same time:
1) journalistic material (a series of journalistic materials) corresponding to the subject of the Competition, published on the website of an information agency and (or) an online publication, indicating the date and time of release;
2) a brief summary of the journalistic material (a series of journalistic materials) explaining the relevance of participation in the selected nomination. 3.7. To participate in the Contest in the nomination "Photo Reportage of the Year/photo of the year", additional documents are provided at the same time:
1) journalistic material (a series of journalistic materials) corresponding to the subject of the Competition, containing (containing) single photographs or photographic series, indicating the date and time of release;
2) a brief summary of the journalistic material (a series of journalistic materials) explaining the relevance of participation in the selected nomination.
3.8. Requirements for materials submitted to the Competition:
1) the competition materials (application, consent to the processing of personal data, journalistic material and a short abstract) are provided to the Legislative Assembly of the Omsk region at the address: 644002, Omsk, Krasny Put str., 1, or by e-mail: zakonodatel@omskparlament.ru with the subsequent provision of original documents (application, consent to the processing of personal data);
2) audio materials are provided in wav, mp3 format, video materials - in DVD, mpg, mpeg, avi format, printed materials - in the form of a scanned copy or photo of the issue of the periodical in which they were posted.
 
4. The order of the Competition 

4.1. The announcement of the Competition is posted on the official website of the Legislative Assembly of the Omsk region on the Internet information and telecommunications network.
4.2. The competition materials are accepted from February 1 to March 1 of the current year.
4.3. The competition materials are not reviewed and are not returned.
4.4. The submitted competition materials are considered by the competition commission for summing up the results of the Competition (hereinafter referred to as the competition commission), the composition of which is approved by the order of the Chairman of the Legislative Assembly of the Omsk region.
4.5. The submitted competition materials are evaluated by the members of the competition commission according to the following criteria:
1) the correspondence of the material to the subject of the Competition;
2) elaboration of the topic and analytical orientation of the materials;
3) professional (journalistic) skills;
4) relevance and originality of the presentation of the material.
 
5. Summing up the results of the Competition
 
5.1. After the deadline for accepting applications, the competition commission evaluates the competition materials according to the specified criteria.
5.2. The Competition Commission determines the winner in each nomination.
5.3. The decision of the competition commission is made by a simple majority of votes of the members of the competition commission.
In case of equality of votes, the vote of the chairman of the competition commission is decisive.
5.4. The decision of the competition commission is formalized by a protocol, which is signed by the chairman and secretary of the competition commission.
The list of winners of the Competition is approved by the order of the Chairman of the Legislative Assembly of the Omsk region.
5.5. The results of the Competition are published on the official website of the Legislative Assembly of the Omsk region.
5.6. The winners of the Competition are awarded with a diploma and a cash prize in the amount of 50,000 (fifty thousand) rubles.
The winner's diploma is awarded in a solemn ceremony.
5.7. The payment of the monetary award is carried out by the Legislative Assembly of the Omsk region by transfer to the settlement account of the winner of the Competition through credit organizations.
The financing of expenses related to the payment of a cash bonus is carried out in accordance with the law of the Omsk region on the regional budget for the corresponding financial year.
